National pride and big projects are completed on time: Prime Minister

In today's meeting of the National Assembly, responding to the questions raised by the MPs on the report of the National Concerns and Coordination Committee, Prime Minister Dahal said that by regularly monitoring the activities of major projects, it will be ensured that the project will be completed within the stipulated cost and time limit. Informing that a separate guideline is being prepared for the monitoring of the implementation of large projects, he clarified that arrangements have been made to immediately implement the feedback received from the monitoring.

Stating that the government has amended the Economic Procedures and Financial Responsibility Act, 2076 and changed the time period for presenting the policy program and budget, Prime Minister Dahal expressed his belief that there will be enough time to discuss the policy and program and it will be easy to propose the budget on that basis. Claiming that some problems have been created due to the lack of proper coordination between the three levels during the construction of development projects, budget allocation and implementation, he stated that with the aim of determining the basis and criteria for the classification of projects operating at the federal, state and local levels, he issued the Basic and Criteria Guide for Project Classification, 2080 Said it was issued.

Prime Minister Dahal informed that the National Natural Resources and Finance Commission has started work to review the indicators of revenue distribution among the three levels in the next financial year. "The work is being done according to the recommendation of the Finance Commission to the government regarding revenue distribution for five years", he said, "In the meantime, the existing standards have been made more objective, practical and scientific by including various questions and experiences regarding revenue distribution between the three levels. The National Natural Resources and Finance Commission Act, 2074 According to section 15 of the Commission has already started work to review the indicators of distribution in the next financial year.

Fair distribution of resources will be ensured

Prime Minister Dahal mentioned that fair distribution of resources between the three levels will be ensured in the coming days and said that the draft work of the unified law on natural resource mobilization has been advanced to resolve the disputes between the governments regarding the distribution and use of natural resources.

Stating that the government has taken serious steps to further strengthen financial federalism, Prime Minister Dahal informed that this week, discussions have been held in the meeting of the National Coordination Committee and the National Development Problem Solving Committee to strengthen the practices adopted in the field of financial federalism in accordance with the spirit of the constitution.

'Financial transfers at the provincial and local levels will be made more effective, equitable and balanced', Prime Minister Dahal said, 'The policy of gradually increasing the equalization subsidy and reducing the conditional subsidy among the four types of subsidies currently being provided The government will take it. Complementary and special grants will also be made more effective.

Regarding the right of revenue between the three levels, Prime Minister Dahal said that the necessary initiatives are being taken for the effective implementation of financial federalism, taking into account the suggestions made in the regular meetings of various high-level structures formed for the implementation of federalism. He said, 'Currently, the process of amending the current intergovernmental finance management act has been advanced to make it contemporary. This will solve the existing problem of revenue distribution between the three levels.'

Prime Minister Dahal mentioned that the basic essence of federalism is the equitable exercise and distribution of rights and resources among all three levels, and said that without addressing the problems associated with inter-level interrelation and coordination, proper practice of federalism cannot be done. Prime Minister Dahal informed that the government is taking the implementation of federalism seriously and finalizing the issues of interprovincial coordination and work expansion and the instructions of the Parliamentary Special Committee on Federalism Implementation Study and Monitoring of the National Assembly are being implemented.

Stating that the government is serious about formulating laws necessary to organize and strengthen the federal system, Prime Minister Dahal informed that after the promulgation of the constitution, 192 new laws have been issued to implement federalism and fundamental rights, and regulations have also been prepared and are being implemented.

Preparing to submit twenty-one bills

Prime Minister Dahal informed that the number of bills that have been approved by the Ministry of Law, Justice and Parliamentary Affairs is 21, yet to be submitted to the Federal Parliament, and clarified that seven bills are in the process of being drafted in the Ministry of Law, Justice and Parliamentary Affairs.

Prime Minister Dahal said that the Federal Police Bill, Public Procurement Act, Land Acquisition Act, National Parks and Wildlife Act, Amendment Bill to the Land Act, which are necessary for the implementation of the Police Adjustment Act, are in the final stage of drafting.
