He said that the government will continue to change but the bureaucracy will remain permanent. He also said that the employees will have the opportunity to work directly with the people and the role of the employees will be important in the success and failure of the government. He said that the advancement and progress of the Nepali people is incompletely covered by the Nepali Congress.

"Employees have a big and important role in every movement including the attainment of democracy in Nepal". Governments keep changing. But bureaucracy is permanent . That is why it is also called permanent government,' he said, 'Employees have a very big role in building the country . There is an opportunity to work directly with the people. The role of employees is important in the success and failure of the government . The advancement and progress of the Nepali people is the incomplete vision of the Nepali Congress. Our party is always determined to fulfill this objective.'

He said that the experience he had given to the government for a long time was important for that and now asked him to use that experience to help the Nepali Congress get a majority.

President Deuba said that it is necessary to work together to strengthen the party.
