MoHA transfers 33 senior cops

  • Police officers say decision ‘flawed’

KATHMANDU, JAN 17 - The Ministry of Home Affairs (MoHA) has transferred 33 SSPs. The transfers, endorsed on Thursday, upholds the list proposed by the Nepal Police headquarters to the Home Ministry last week, said DIG Keshav Adhikari, Nepal Police spokesperson.

In what a number of police officials have claimed as an “incorrect” transfer decision, SSP Rana Bahadur Chand received a “permanent posting” to the Kathmandu Metropolitan Police Range, Hanumandhoka, where he was temporarily deputed on January 2, after sitting SSP Jay Bahadur Chand was promoted to DIG.   

“Given SSP Rana Bahadur Chand’s poor performance record, IGP Kuber Singh Rana was not willing to put him in charge of the Kathmandu MPR,” said a high-level police source on condition of anonymity. “However, owing to heavy pressure from Home Minister Bijay Kumar Gachhadar, the decision could not be changed.” SSP Chand, who is said to have a poor record in past investigations, is under the scrutiny of the Commission on the Investigation of the Abuse of Authority (CIAA) on corruption charges since August 2012.

Sources also cried foul against the reshuffling of officers who lodged multiple writs at the Supreme Court (SC) demanding that the December 19 “unfair” promotion of five SSPs to the post of DIGs be scrapped. SSPs Devendra Subedi, Gyanod Raj Baidya and Pashupati Upadhyay, three officers who lodged such complaints at the apex court, were transferred to positions with little scope to prove their policing ability.

SSP Subedi was transferred to the UN Department at the Police Headquarters from the Metropolitan Police Crime Investigation Division (MPCID), while SSPs Baidya and Upadhyay were have transferred to the headquarters. SSP Bijay Lal Kayastha will now take charge of the MPCID.

SSP Ramesh Kharel has been transferred to the Bagmati Zonal Police Office while SSP Keshari Raj Ghimire will take charge of Mechi district. Yadav Raj Khanal has been transferred to Koshi, Bhog Bahadur Thapa to Sagarmatha, Shiva Lamichhane to Janakpur, Sarbendra Khanal to Narayani, Kedar Man Singh Bhandari to Gandaki, Milan Basnet to Dhaulagiri, Mingmar Lama to Lumbini, Ganesh Bahadur Gurung to Karnali, Uttam Bahadur Singh to Rapti, Madhu Prasad Pudasaini to Bheri, Laba Bista to Seti and Chabilal Joshi to Mahakali.

As per the new transfers, Madhav Prasad Joshi will now take charge of the Metropolitan Traffic Police Division (MTPD), Subodh Ghimire of the Narcotic Drugs Control Law Enforcement Unit (NDCLEU), Hemanta Bahadur Pal of the Metropolitan Police Commissioner’s Office (MPCO), Ramesh Prasad Phuyal of the Tribhuvan International Airport (TIA), Govinda Prasad Niroula of the Nepal Police Academy Maharajgunj and Pankaj Shrestha of the Administrative Department at Police Headquarters.

Also among the officers transferred are Laxman Neupane, Romendra Singh Deuja, Dhanananda Bhatta, Madhav Prasad Nepal, Bijay Kumar Bhatta, Ramesh Kumar Pandey and Subhas Chandra Chaudhary. SSP Ravi Raj Shrestha, currently under suspension for his involvement in a smuggling incident at the TIA three months ago, has also been transferred to the Police Headquarters. Before the smuggling scam came to light, SSP Shrestha was serving as deputy security in-charge of the TIA.
