Statute issues: CC seeks extension of accord deadline

The Constitutional Committee (CC) has requested the Constituent Assembly (CA) to extend the deadline for forging consensus on disputed constitutional issues till February 12.
The thematic committee responsible for preparing the first draft of the constitution unanimously took this decision on Sunday. The proposal sent to CA Chairman Subas Nembang will be referred to the next CA sitting which is likely to convene on Wednesday afternoon.
The revised calendar has agreed to address all outstanding issues, including those of state restructuring, from the constitutional committee within the new deadline. The State Restructuring Commission is supposed to submit its report to the government by Tuesday.
“We will conclude the peace process and promulgate the new constitution from the Constituent Assembly,” said Maoist Chairman Pushpa Kamal Dahal after a three-hour long meeting. “We will hold serious discussions and try to find a meeting point on state restructuring, forms of governance, electoral system and judicial system within the new deadline.” This is the second time the Constitutional Committee
has sought a revision in the constitution drafting schedule introduced last month. The deadline for resolution of disputed issues, according to the first amendment made earlier this month, expired on Sunday.
Of the 78 disputed issues forwarded by the CA, the Constitutional Committee has forged consensus on 46. The committee is yet to find a meeting point on 14 issues that could not be resolved by the Dispute Resolution Subcommittee led by Dahal.
Maoist hardliners have been opposing the deals endorsed by the Dahal-led subcommittee. Altogether 18 issues settled by the subcommittee, including a row over compulsory military training, integration and rehabilitation of Maoist combatants, are yet to be approved by the Constitutional Committee.
Committee Chairman Nilambar Acharya expressed hope that the parties would expedite discussions and be able to forge consensus within the new deadline. The next meeting of the Constitutional Committee is scheduled for Friday. Nembang also expressed hope that constitution making will move ahead after the farewell of Maoist combatants opting for voluntary retirement.
