War-era property decision: Govt ready to hold dialogue, says PM

PALPA, JAN 24 -
The UCPN (Maoist) troika—party Chairman Pushpa Kamal Dahal and Vice-chairmen duo Mohan Baidya and Baburam Bhattarai—attended a party programme in Palpa district on Tuesday, apparently to give a message of unity to the party activists.
The Maoist bigwigs addressed a training programme organised for party cadres under Magarat and Tamuwan state committees. Some 700 party cadres from various districts attended the training.
Addressing the programme, the Maoist chief said the party moves forward united to conclude the peace and statute-drafting processes. “There will be consensus in case it is guaranteed to draft a certain type of constitution in favour of people. Otherwise, there will be no possibility of promulgating the new constitution,” a Maoist activist attending the programme quoted Dahal as saying.
Similarly, PM Bhattarai said there would be a breakthrough in the political impasse in a week. He claimed that the present government under his leadership would be transformed into a national unity one in a few days.
Bhattarai said the government was ready to hold talks on its decision to legalise the war-era property transactions sanctioned by the Maoist-run parallel government.
Vice-chairman Baidya criticised the government saying that the Maoist cadres have been facing difficulties though party is at the helm of government.
Dahal ‘pressuring’ PM
In a new turn of events within the UCPN (Maoist), party Chairman Pushpa Kamal Dahal has piled pressure on Prime Minister Baburam Bhattarai for scrapping the Cabinet’s decision to legalise the land transactions made through the parallel government run by Maoist party during the conflict.
Bhattarai, however, is adamant not to withdraw the decision stating that it will weaken the government.
A source close to PM said Dahal is pilling pressure through the informal channels and opposition parties to withdraw the decision.
“Bhattarai has reportedly expressed his dissatisfaction over Dahal’s double standard,” said a source. “Dahal himself had urged Bhattarai to take the decision, he has backtracked from his position now.” Dahal confidantes say the chairman is seeking a foolproof measure as the opposition parties are obstructing the House session.
The Maoists on Monday had demanded two days to consult within the party and with Samyutka Loktantrik Madhesi Morcha on the issue. The PM is trying to woo the Opposition that the government will put the decision on hold as it is being considered by the Supreme Court.
The Maoist party has called a meeting of major parties on Wednesday to discuss the issue. PM’s Political Advisor Devenra Poudel said that the government could rethink the decision.
