Dispute Resolution: Opposition wants Dahal to rein in Maoist lawmakers

The Constitutional Committee (CC) on Thursday could not forge consensus after the UCPN (Maoist) backtracked from the agreement reached at the Dispute Resolution Subcommittee.
The committee was scheduled to endorse the decision made by the Dahal-led subcommittee on the provision of conscription and integration of Maoist combatants. The Dahal-headed panel had agreed last month that there was no need to maintain the provision of compulsory military training and address the issue of Maoist combatants in the new constitution.
Maoist lawmaker Dev Gurung expressed reservation over the agreement made by the subcommittee. He argued that the CA Committee on Protection of National Interests had recommended the provision of conscription, hence it should be written in the constitution.
Maoist lawmakers also argued that the provision of supervision, integration and rehabilitation of the former Maoist
combatants should be incorporated in the new constitution as a transitional provision for the combatants. In the subcommittee, parties had agreed that the integration and rehabilitation process would complete before the promulgation of the constitution, so there was no need to write it in the statute.

leader Madhav Kumar Nepal briefed the lawmakers on the context and content of the agreement on the two issues in the subcommittee.
“We raised serious objection to the Maoist decision to backtrack from the agreement. This deviation shows they are not serious about drafting the new constitution,” he said.
“We have demanded that the Maoist chairman, who is also the coordinator of the subcommittee, attend the committee’s meetings and control his lawmakers from standing against the deal.”
