KATHMANDU, JAN 13 -
The internal rift within the UCPN (Maoist) is likely to delay negotiations among the political parties on the key issues of peace and constitution drafting, including forms of governance.
Despite several rounds of consultations with party’s hard-line faction, party Chairman Pushpa Kamal Dahal has failed to take the hardliners into confidence. Due to the internal rift, Dahal has stopped attending meetings of the Constitutional Committee (CC) of the Constituent Assembly. The friction within the Maoists has also delayed the process of bidding farewell to Maoist combatants choosing volunteer retirement, as the Maoists’ Central Committee meeting is under way.
The Maoist hardliners are overturning the consensus forged by the Dispute Resolution Subcommittee led by Dahal. Dahal has pledged the opposition parties to hold talks immediately after the party’s CC meeting concludes. The hard-line faction is urging Dahal to take tough position on the issues of peace and constitution and to stress revolt. It has asked Dahal to abide by the mandate of the sixth plenum for the sake of party unity. Maoist Central Committee member Bharat Bam said consensus with Dahal is not possible unless he upholds decisions of the Gorkha plenum.
