Dahal paper ‘rigid’ on peace, statute

  • Baidya camp says won’t join Bhattarai govt

KATHMANDU, JAN 12 -
To appease the party’s hardline faction, UCPN (Maoist) Chairman Pushpa Kamal Dahal has prepared a new policy paper where he is ‘slightly rigid’ than his previous position on peace and constitution. The paper will be valid till May 27, the extended deadline of the Constituent Assembly(CA).

According to leaders close to Dahal, the paper, which will be endorsed in the ongoing Central Committee (CC) meeting, is yet to be accepted by the hardline faction led by Mohan Baidya. On Thursday evening, Dahal held consultations with top leaders of his party to give it a final shape.

The hardline faction urged Dahal to clearly mention revolt, Prime Minister Baburam Bhattarai’s resignation and formation of national consensus government in the paper. The rival factions will meet again on Friday morning.

The Baidya faction has also demanded making concrete programmes to take to the streets immediately to mount pressure on the other parties to incorporate their agenda in the new constitution.

In his draft of the consensus paper, Dahal has said that the PLA should get

the “second position” in the proposed Directorate of the Nepal Army and that some combatants should be given top posts. Dahal has mentioned a directly elected presidential system, ensuring representation

of workers and peasants while fixing the electoral system, scientific land reforms and identity-based federalism as the party’s bottom-line of constitution drafting.

Politburo member Haribol Gajurel, close to Dahal, said the party will not deviate from the line of peace and constitution for another four months, but “struggle is inevitable if conspiracy is hatched against peace and constitution writing”.

Underlining the need for a change in government, the hardline faction has told Dahal that they cannot even think of joining the Bhattarai-led government. They also urged Dahal not to spread “rumours” that they were joining the government with some attractive ministries in their kitty.

According to Standing Committee member Dev Gurung, Dahal told the hardliners that he is not aware of such “rumours” doing the rounds.

Maoist leaders close to Dahal such as Skati Basnet, Agni Sapkota and Haribol Gajurel are, however, saying that the Baidya faction is willing to join the government.
