Maoist rift: Dahal, Baidya settle for provisional arrangements

Putting off ideological and political differences aside for the sake of party unity, the rival factions of the UCPN (Maoist) are planning to move ahead with ‘temporary arrangements’—simultaneous emphasis on peace-constitution and preparations for a possible revolt. Some leaders claimed that the possible split of the party has been averted for now.

The details of such a plan will be finalised after deliberations between the factions on Monday morning. The interim plan will materialise if Baidya can convince his loyalists—CP Gajurel, Ram Bahadur Thapa and Netra Bikram Chand in particular—immediately.

Parallel political documents presented in the Central Committee meeting by the rival factions are likely to be replaced by a new common paper on the party’s immediate policies and programmes. The interim strategy will be valid until May 27, the extended deadline of the Constituent Assembly (CA). A three-hour-long meeting of the rival factions on Sunday led by party Chairman Pushpa Kamal Dahal and hardline leader Mohan Baidya at Nayabazar agreed to form an ‘interim plan’ that would include simultaneous engagement on peace and constitution and preparations for a possible revolt. According to a Maoist leader, the factions have agreed to prepare for revolt in a ‘secret manner.’

The hardline faction agreed to such a plan after Dahal convinced its leaders that the party “has not sold out its agenda” and will stand firm on it in the coming days.

“If we publicise the revolt strategy, it will be a pretension for other parties to stall the peace and constitution writing processes,” a leader quoted Dahal as telling the meeting. “I will not go against revolt if other parties force the Maoists to surrender, but we should work for peace and constitution till the last minute,” Dahal said.

“Talks with the chairman have been positive, but there has not been any agreement yet. I am hoping for a positive conclusion soon,” Baidya told the Post. The Baidya faction has called a meeting of CC members on Monday to discuss the interim agreement. After Sunday’s meeting, Stand-ing Committee member Krishna Bahadur Mahara said top leaders are working on a common ground on the party’s immediate policies and programmes.
