KATHMANDU, JAN 03 -
The Ministry of Local Development (MoLD) scrapped the All- party Mechanisms (APMs) formed to mobilise local resources allocated for the local bodies and authorised the civil servants to fill in for the time being.
The ministry scrapped the APMs following a directive of the CIAA, the anti-graft body. Some two weeks ago, the CIAA had directed the government and the ministry to dissolve the cross-party mechanisms reasoning that the unelected set-up promoted corruption and irregularities.
In the absence of the elected people’s representatives, more than 4,000 local bodies across the country have been running on an ad hoc basis for the last one decade. After the term of the elected people’s representatives expired in 2002, civil servants had run the local bodies before APMs were formed comprising representatives of 25 political parties in 2009.
Local Development Minister Top Bahadur Rayamajhi said the ministry would come up with appropriate alternatives after holding discussions among the major stakeholders like political parties and civil servants. Ministry sources said that the minister has been considering primarily three options. They include holding fresh local elections, forming APMs that are more accountable, and handing over the authority to civil servants for some years.
