No power-sharing between PM and President: Sitaula

Nepali Congress General Secretary Krishna Prasad Sitaula on Tuesday clarified that the party would not accept the division of powers between the prime minister and the president.
Speaking at an interaction at the Reporters Club, Sitaula said such separation of powers would invite confrontation, in which case the nation cannot progress.
“The president should be kept neutral, hence giving him the ultimate powers. The president should be allowed to exercise his powers only in case of an emergency,” Sitaula said. He added that a presidential rule is unfeasible; however, it has been decided among the parties that both the posts would be there. Therefore, Sitaula said the prime minister should be responsible towards the Legislature-Parliament. Stating that constitution is not possible unless the contentious issues are settled, Sitaula said the calendar of the constitution writing has to be amended if need arises. Reiterating that it is not possible that the agenda of any particular party would be passed through a majority vote, he called for consensual approach in constitution-writing process.
The NC leader clarified that the party put for the idea of Electoral College as a midpoint for resolving the issue of forms of governance. He added, if need be, even chiefs of local bodies along with those of the centre and states would be allowed to vote.
