Maoist chief assures OHCHR Nepal of ‘enough’ mission wrap-up time

The UCPN (Maoist) on Tuesday assured the OHCHR Nepal of final extension “enough for wrapping up its mission”.
Sources close to the Maoist party confirmed on Tuesday that Maoist Chairman Pushpa Kamal Dahal gave such an assurance to OHCHR Nepal chief Jyoti Sanghera during a meeting early Tuesday.
Earlier, UN High Commissioner for Human Rights Navy Pillay had submitted the “exit strategy” to Prime Minister Baburam Bhattarai in New York outlining a plan to leave Nepal by December 2012. Dahal, however, did not confirm whether the extension would be for a year in line with the strategy. Similarly, OHCHR officials had clarified that any final extension for less than a year would not make sense given a standing agreement with the government that allows the UN body to stay active till June 8, 2012 even if its mandate is not extended beyond December 8.
A three-party meeting scheduled on Wednesday is likely to take a call on the issue. The government may go for one year extension given the pressure from the opposition parties, Nepali Congress and CPN-UML and other human rights defenders.
While the National Human Rights Commission has already requested the Prime Minister’s Office for one-year extension, rights defenders have warned any refusal to extend the UN body’s mandate would flout the commitment expressed in the Comprehensive Peace Agreement, which mandates OHCHR to monitor human rights till the conclusion of the peace process.
