The lax management and over-politicisation have marred not only the academic performance of the Tribhuvan University (TU) but also ruined it financially.
Presenting the financial status of the university, Vice-chancellor Madhav Prasad Sharma informed that arrears had reached Rs 8.17 billion by the fiscal year 2009/10 as per the report of Auditor General.
The report showed that the sum that was left to be cleared by different bodies under TU was increased by over 60 percent in four years’ period. The arrears in fiscal year 2005/6 were Rs 5.43 billion that swelled by Rs 3.26 billion amounting to Rs 8.17 in 2009/10.
He also informed that as per the recommendation of Arrears Clearing Committee in Singhadurbar, around 3.8 billion rupees in arrears in the university were left between fiscal year 1997/98 to 2002/3 in the process of clearance. But he did not mention the cleared amount. “Though the amount in arrears is high we are committed for regular audit to lessen the amount,” Sharma said.
Contrary to his claim, the TU had been failing to prepare to aggregate audit report called Consolidated Audit Report (CAR) for more than two decades. The report that needs to be prepared every year has not been updated by the oldest university since fiscal year 1999/89. If Sharma’s claim is anything to go by, CAR is in the final stage.
As per legal provisions, TU has to present CAR in the Office of the Auditor General after compiling the audit report that comes from more than 10 dozen offices, including 60 constituent colleges under it. The Financial Division under the office of the Registrar bears the responsibility for it.
