Power shortage: Experts’ call to combat energy deficit

At a time when the country is reeling under a serious power crisis, experts have stressed the need for working towards energy efficiency to minimise the deficit.
Electricity consumers are experiencing a daily power outage of 14 to 16 hours during the dry season every year. Deepak Kharel, senior energy expert at Water and Energy Secretariat (WECS), said the country has been facing a huge energy deficit due to poor management of energy utilisation in all sectors and lack of efficient technology as well as government policies.
According to him, the country has no energy conservation or efficiency policy and is facing a lack of legislative mechanism, including specific institutional arrangement, to work on energy conservation mechanism.
Though some policies, including Hydropower Development Policy 2001, Electricity Crisis Resolution Action Plan (2007) and Ten-Year Hydropower Development Plan (2008), identify energy conservation, they only focus on development of the hydropower sector in the country.
“We need a well regulated government mechanism to work on energy conservation and include it in its plans and policies for the effective implementation,” said Kharal, while speaking at a two-day workshop organised on energy efficiency on Monday.
At the function, Albrecht Kaupp, representative of the German Agency for International Cooperation (GIZ), outlined an overview of global scenario of energy efficiency. WECs and GIZ have launched Nepal Energy Efficiency Programme (NEEP) to prioritise the issue of energy efficiency at the policy level and raise awareness on the use of technology for promoting energy efficiency.
