Disappearance commission

  • Govt under rights bodies’ pressure

KATHMANDU, AUG 29 -
Various national and international human rights organisations have urged the government to materialise the draft legislation to establish a Commission of Inquiry on  Disappearances as soon as possible.

The civic society bodies, including the National Human Rights Commission (NHRC), INSEC and National Women's Commission said the parliament should formulate stringent laws related to the enforced disappearances by approving the bill on commission on enforced disappearances.

Speaking at a function to mark the International Day of the Disappeared, Subodh Raj Pyakurel, INSEC Chairman said, “In lack of proper laws related to the enforced disappearances, even the court has been unable to impart justice to the disappearance victims.”

However, Ekraj Bhandari, Maoist lawmaker and member of the parliamentary committee said debate regarding the implementation of the bill is underway in the House.

Meanwhile, issuing a statement on behalf of the embassies of Australia, Canada, Denmark, European Union, Finland, France, Germany, Japan, Norway, Republic of Korea, Switzerland, the UK and the USA, the British Embassy urged the government to take action on disappearances. “We urge the Nepal Army and the UCPN (Maoist) to cooperate fully on cases of disappearances,” read the

statement.

Similarly, the Office of the High Commissioner for Human Rights in Nepal urged the government to implement the Supreme Court's decision of July 1 2007, which ordered the government to enact a law that would criminalise enforced disappearance in line with the International Convention for the Prot-ection of all Persons from Enforced Disappearance.

Likewise, the NHRC, in a release, urged the concerned parties of the past conflict to make the status of disappeared public.
