Axe to fall on smut websites

KATHMANDU, AUG 25 -
Nepal Telecommunications Authority (NTA) has amended the terms and conditions of licenses of internet service providers (ISPs) making it mandatory for them to block website containing pornographic contents.

A board meeting of the authority held on Sunday decided to amend the terms and conditions based on the Telecommunications Act. With this, all ISPs offering internet service in the country must block porn sites.

“We have given 15 days to the ISPs to forward their views,” said Kailash Prasad Neupane, spokesperson for the authority adding that if they do not follow the new provision by September 20, all ISPs will have to block porn sites. There are 44 ISPs in the country, including Nepal Telecom and Ncell.

Binaya Bohara, president of Internet Service Providers Association of Nepal, said they are ready to hedge such sites but it would be hard to block all sites and there are no criteria to judge.

“There are thousands of porn sites in cyber space and to make them unavailable to Nepal is challenging because the process needs technical and financial investment. To block 50 to 100 such sites is not a big deal,” he said. At the behest of the Ministry of Home Affairs, NTA took the initiative to block porn sites.

Meanwhile, ISPAN has blocked five websites for illegal Voiceover Internet Protocol calls from Nepal. The blocked sites include; www.nepalicalls.com, www.rynga.com, www.jumblo.com, www.smartvoip.com and a site having IP code 74.133.125.114.
