‘NHRC recommendations trashed’

National Human Rights Commission (NHRC) has said the government has not implemented many of its recommendations ever since its establishment 10 years ago.
Launching a book compiling over 350 recommendations made by the Commission in the period on Friday, the NHRC stated the government had helped promote impunity in the nation by not implementing its recommendations. Addressing a programme organised on the occasion in Lalitpur, NHRC Chairman Kedarnath Upadhyaya said the ‘ignored’ recommendations were crucial for maintaining law and order in the country. “The government and its agencies must be responsible towards implementing the recommendations made by the Commission,” he said.
Of 386 recommendations, the government is said to have implemented 34 fully and 138 partially. “The government has provided relief to victims but has failed to punish the culprits who were held responsible for cases of human rights violation,” Upadhyaya added. “Punishing rights violators is the only way to maintaining law and order.”
Upadhyaya accused the government of ignoring the recommendations since the state was found guilty in 262 cases. While the UCPN (Maoist) was responsible for 88 cases of rights violation, 36 instances were perpetuated by bodies including armed groups in the Tarai.
