A week’s deadline to come clear

KATHMANDU, AUG 18 -
The government has directed all local bodies to submit details within seven days of the budget amount that had been transferred into bank accounts that cannot be frozen.

A joint meeting of high-level representatives of the Ministry of Local Development (MOLD), National Vigilance Centre (NVC) and Prime Minister’s Office took this decision after local bodies across the country delayed the submission of details. NVC, the anti-graft body,  had said local bodies transferred around Rs 3 billion of unspent development budget into non freezable bank accounts just before the end of last fiscal year.

Most local bodies try to spend the budget allocated by the government, donors and also the taxes collected before the end of fiscal year. If the money remains unspent and these bodies deposit money into accounts that cannot be frozen, it shows a wrong motive, according to officials.

The local bodies had transferred the amount that was allocated for the development projects as they failed to spend the money due to delay in budget allocation and non-implementation of projects.

Today’s meeting has decided to investigate the issues after receiving the details from the local bodies, a source who attended the meeting said. 

According to source NVC Executive Officer Tana Gautam presented report on transfer of large amount to Account C. However, Gautam denied sharing the information that he presented at the prime minister’s office. 

Anti-graft bodies say local bodies’  move is a grave violation of Anti-corruption Act 2059 and other legal provision related to corruption.

Earlier, the FGCO has asked all District Treasury Controller Offices (DTCO) to submit details of the fund illegally transferred to Account ‘C’.
