Digital voter list on horizon

The Election Commission (EC) has decided to start the first phase of its much-hyped project — a voter list with photo and fingerprints — from Sep 15. The EC came up with the idea to address existing irregularities in the election system.
Although the EC had planned to launch the project last June, it had to be postponed due to technical reasons. The postponement has affected the entire schedule.
EC Spokesman Rajendra Sharma said the first phase would cover 55 municipalities, while schedules of the second and third phases are yet to published.
The commission had scrapped its decision to award the tender to Omni Group to purchase the kits required for the project on May 19 following the intervention of the Commission for the Investigation of Abuse of Authority (CIAA) which pointed out irregularities in the deal.
According to the plan, voters’ photos and fingerprints will be registered digitally. Over 25,000 enumerators will be mobilised to complete the Rs. 3.61 billion project. The project also includes a plan to provide national identity cards to citizens above 16 years of age.
