Census 2011 homework in full swing

The central Bureau of Statistics (CBS) is in the process of printing questionnaires, testing publicity materials, planning the security of census materials and mapping as preparation for the upcoming census. It has already completed drafting manuals, pilot census, human resource management and logistics plannaing.
In an event organised by Population Association of Nepal (PAN) here on Tuesday, CBS Director General , Uttam Narayan Malla unveiled the progress.
“We have been holding discussions with various sectors to make the census 2011 as systematic as possible since the data obtained from it could be instrumental in planning and state restructuring when the country takes a federal path,” Malla said.
The CBS has conducted pilot census for testing questionnaires, manuals, time for filling up questionnaires, estimated costs, use of GPS and other important census activities in some VDCs and municipalities of seven districts — Kathmandu, Syangja, Mahottari, Doti, Banke, Jumla and Ilam.
It has also drafted manuals on the two forms of questionnaire (one for household listing and the other for individual listing), use of maps, administrative and financial management and training for enhancing the efficiency of the district census officers, supervisors, unit supervisors and enumerators.
According to the CBS, the estimated cost of the census is $24 million which will be managed by the Government of Nepal and UNFPA. Also, Denmark is supporting mapping activities and UNIFEM and UNICEF are contributing in the publicity and gender friendly approaches.
The event on “Data for Development: The Context of upcoming Population and Housing Census 2011” focused on ensuring the quality of data so that these can be referred to by planners, academic institutions and other sectors.
“The upcoming census should be made as accurate as possible because it would be helpful in tracking the progress of the Millennium Development Goals,” said National Planning Commission Vice-Chairperson Jagdish Chandra Pokhrel. “Accurate data is indispensable if the counrty is to make a huge leap in development.”
