PAC locks on flood relief denial

The Public Accounts Committee (PAC) of the Legislature-Parliament on Wednesday directed the ministries concerned to submit details of the budget released as relief to flood victims in Jhapa and Ilam districts last year.
The parliamentary committee issued the fiat after consulting the secretaries to the Ministries of Home Affairs, Irrigation and Physical Planning and Works over allegations that the budget allocated for flood victims was misappropriated and that they are yet to get relief.
Addressing Wednesday’s PAC meeting, Nepali Congress lawmaker Usha Gurung said that government officials spent huge amounts of money in course of several visits to the districts aboard a helicopter. “Half a dozen ministers went to the flood affected areas, but they did not provide relief to the real victims,” he said.
In the meeting, Home Secretary Govinda Kusum presented the details of human and physical losses transpiring during last year’s flood in Jhapa. PAC Chairman Ram Krishna Yadav said the committee will study the case once the three ministries submit the details.
The PAC has directed the government to take immediate steps to provide relief to the flood victims. “There is a huge amount of money in the Prime Minister’s Disaster Relief Fund, but the government has not allocated it for the victims,” said lawmaker Gurung.
PAC has sought details of the budget spent by the ministers of these three ministries and high level officials during their visits to Jhapa and Ilam to take stock of the flood havoc.
