Big 3 for new statute timetable
KATHMANDU, JUL 04 -
The three major parties — UCPN (Maoist), Nepali Congress and CPN-UML — on Sunday agreed to move ahead for constitution drafting by preparing a new calendar of events and forming a high level state restructuring commission.
Leaders of these parties reached this conclusion during a meeting in the presence of Constituent Assembly (CA) Chairman Subas Nembang held at the CA Building, New Baneshwor. The leaders will sit together on Monday to draft the new schedule for the CA and ask the government to form the commission, said NC Parliamentary Party leader Ram Chandra Poudel.
“We have decided to come up with the proposals of each party on a new schedule for constitution drafting. We will sit together and finalise it,” he said. Poudel said the state restructuring commission and the new CA calendar would be decided on.
The CA on May 28 had voted for a one-year term extension. Yet, there was no progress on constitution drafting after the main opposition sought the resignation of Prime Minister Madhav Kumar Nepal. The fresh attempt to break the impasse on constitution drafting comes on the heels of the resignation of Nepal on Wednesday.
Earlier, Speaker Nembang had urged the parties to forge consensus on the state restructuring commission and the CA schedule together. CPN-UML leader Agni Kharel said the three parties had agreed to put the commission as a component of the new schedule. “The term of the commission will be fixed in the schedule. We are working on it,” he said. He added the commission would be formed by the new government.
Meanwhile, Speaker Nembang held joint discussions with the chairmen of 11 thematic committees and chief whips of the political parties in the CA. He spoke about the progress on the preparation of the schedule and the state restructuring commission. The heads of thematic committees complained that they were bypassed during crucial decisions related to the CA like during the extension of the CA term and ongoing negotiations to end the deadlock in constitution drafting. The chairmen of the 11 committees had conducted a joint meeting on Thursday and agreed to press the parties to complete statute drafting within the extended one year term of CA.
