Exodus of 90 VDC secys hits districts

Threat letters posted by Samyukta Jatiya Mukti Morcha (SJMM), a little-known underground outfit, has set off the domino effect of VDC secretaries quitting their jobs in parts of the country.
Ninety VDC secretaries in Kavre and Sankhuwasabha called it quits on Sunday owing to threats from this obscure group. Earlier, VDC secretaries in Dhading, Banke and Myagdi had resorted to a similar course of action after receiving the SJMM’s letter.
“The state side is inept so far as our security is concerned. So, we decided to quit for our own safety’s sake,” said Bishwonath Dahal, secretary of the Kavre chapter of VDC Secretaries’ Welfare Protection Centre.
Sixty-six secretaries in 86 VDCs of Kavre tendered their joint resignation before the Local Development Officer.
Twenty-four secretaries in 33 VDCs of Sankhuwasabha also handed in their resignation citing security concerns. The VDC secretaries in the district received the SJMM’s letter three days ago. “We had no option. The group has threatened
to kill us if we do not concede its
demand,” said a VDC secretary, who did not wish to be named.
The SJMM, in its letter signed by one Muktidata, says it plans to set up its own body to run the tasks commissioned to the VDC secretaries. It has also accused the government and the political parties of perpetuating a system without the representation of ethnic and marginalised people by deliberately delaying the preparation of a new constitution. The SJMM’s letters to the VDC secretaries suggests that its office is based at Thamel in Kathmandu.
The Murder of Indra Bahadur Shrestha, a Sarlahi-based VDC secretary, by
SJMM cadres on the evening of June 16 is a major reason for triggering the successive resignation of VDC secretaries that started from June 18.
