Govt ignoring NHRC recommendation

The National Human Rights Commission (NHRC) on Saturday said that it has found the government reluctant towards implementing the NHRC recommendation for the punishment of the guilty and compensation to the victims.
“Among 36 recommendations of the NHRC, the government has compensated only 10 victims, two were partially paid whereas the NHRC has not been informed about the penalty to the guilty till date,” said Bhim Prakash Oli, Human Right Officer at the NHRC at a programme organised to mark the 13th UN International Day in Support of Torture Victims.
He said the NHRC received 76 complaints of torture since 26 June 2009-26 June 2010.
Executive Director of Advocacy Forum Nepal (AFN) Mandira Sharma said about 99 percent children under detention are currently held in adult facilities in direct contravention of international standards, the Supreme Court directives and the Child Rights Act 1991.
According to Prakash Kunwar, Additional Inspector General (AIG) of Nepal Police (NP), no new jails have been constructed after the restoration of democracy in 1991 due to which the prisoners are living in miserable conditions.
“Most of the senior political leaders had been imprisoned in different jails of Nepal. They better know the reality of prisons. But they have never sought solutions to the existing problems in jails,” said AIG Kunwar.
The speakers also drew attention of the government and the parties towards drafting act on criminal penalties for torture.
Bam Dev Gautam of CPN-UML, Uma Devi Adhikary of the Nepali Congress and representatives of other political parties were present in the programme. Deputy Attorney General Pushpa Raj Koirala, Human Rights officers, right activists, representatives of the NP, OHCHR and NGOs participated in the programme.
