Achievements ‘many’ but progress zilch?

The CPN-UML-led 22 party coalition on Tuesday claimed that its one year tenure was successful despite the regular “non-cooperation” by the main opposition, UCPN (Maoist).
The Prime Minister’s Office has published a 157-page book, with pictures of ministers and the prime minister, highlighting the government’s achievements. The book, however, shows that despite the progress in the administrative field, regular budgetary programmes have not made any significant progress.
When Prime Minister Madhav Kumar Nepal assumed office last year, he had made priorities —national consensus government, end of impunity, rule of law and good governance, timely constitution and controlling market prices.
But the government has remained silent on its achievement on those issues. Besides, the government has little to show that it made progress in the peace process and consensus building measures among major political parties.
Ministers from all parties in the government on Tuesday told a press conference that the government had been able to perfrom its duties well. “This government was formed in a very critical situation and its main goals were to maintain political stability in the country, maintain the security situation and lead the peace process to a meaningful conclusion, on which we have made progress,” Minister for Information and Communication and government Spokesperson Shankar Pokhrel said. The government has blamed the Maoists for its failure.
“The main opposition launched different movements and agitations during this period. The government tackled these agitations with patience and conscience”, the government claims.
The government further said it was able to discharge disqualified Maoist combatants and prepare the modality of integration and rehabilitation of Maoist combatants.
According to the government, the process of drafting the constitution has been stalled due to the “power-hungry” Maoists. In its progress report, the government repeatedly says that the Maoists came on the government’s way.
The special security plan launched by the government has improved the overall security situation of the country, the report claimed. However, the government is under criticism for the deteriorating law and order situation with increasing violence in the Tarai, hills and even the Kathmandu valley.
“The Maoists were non-cooperative and undemocratic and they exhibited an anti-development character and called indefinite general strikes and obstructed parliament for a long period”, the report added.
Pokhrel said the formation of a high-level council on climate change, a council to protect the tiger, the entrepreneur forum and drafting more than 25 bills for different sectors, drafting the youth policy and the decision to form the industrial policy were some achievements of the government. “We were able to collect more revenue, extend relationship with the international community and raise our agenda in the international arena,” Pokhrel added.
