House prorogued, Maoists cry foul

  • Budget session to begin from June 8

KATHMANDU, JUN 03 -
In view of the government’s preparations for the annual budget for the fiscal year 2010/11, President Dr. Ram Baran Yadav on Thursday prorogued the winter session of the parliament on the recommendation of Prime Minister Madhav Kumar Nepal.

The UCPN (Maoist) boycotted Thursday’s House session saying that the decision was taken without the consent of the main opposition. Following the boycott, Speaker Subas Nembang read out the letter sent by the President’s Office and announced the prorogation of the 7th session of parliament from 9 p.m. on Thursday.

The decision comes amid stalemate over the resignation of the prime minister and formation of a national unity government as per the May 28 agreement signed by the three major parties. “We condemn the unilateral decision of the government to end the session. It is against the politics of consensus,” Maoist lawmaker Dev Gurung said in the House.

The incumbent government intends to summon the budget session of the Parliament from June 8, according to Speaker Nembang.  The prime minister has informed the speaker that the pre-budget discussion would start in the House from June 8 to table the annual policy and programme of the government and the budget for the upcoming fiscal year.

“The decision to end the winter session is taken as per constitutional provision which authorises the president to summon and prorogue the House session on the recommendation of the prime minister,” said Nembang. He said he had urged the prime minister to take consent of the main opposition before taking the decision as their “support would be crucial during the budget session too”.

The winter session also known as bill session that started on April 24 convened for 25 times, according to the Parliament Secretariat. The government registered nine bills in the session among which the House passed the Eighth Amendment Bill of the Interim Constitution that extended the term of the CA for a year in the last minute and averted the looming constitutional crisis.
