Bid to settle CoO brouhaha

KATHMANDU, MAY 25 -
A meeting held at the Ministry of Commerce and Supplies on Tuesday decided to form a core group to settle the tussle over the issuance of certificates of origin (CoO) among major business associations.

The meeting decided to form the team to look over the issue of CoO in a coordinated manner when most of the representatives of the district chambers of commerce and industry and commodity associations demanded that the government either adopt a one-window system while issuing CoOs or authorise them to do so as well.

"We will make a team comprising representatives from the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), the Confederation of Nepalese Industries (CNI) and the Nepal Chamber of Commerce under the coordination of the ministry," said Purushotam Ojha, secretary at the ministry. "The team will come up with a report within two or three days."

Commodity associations like the Federation of Handicraft Associations Nepal, the Central Carpet Association of Nepal, the Association of Nepalese Rice, Oil and Pulses Industry and other district chambers such as the Butwal Chamber of Commerce and Industry, the Mechi Chamber of Commerce and Industry, the Sunsari District Chamber of Commence and Industry and the Morang Industrial Organisation had urged the government to allow them to issue CoOs.

Prior to the meeting, the Federation of Nepal Cottage and Small Industries (FNCSI) had submitted a memorandum to the ministry demanding the right to issue CoOs to its member exporters. Similarly, the Federation of Small and Medium Enterprises Nepal had also met Commerce Minister Rajendra Mahato urging him to allow them to issue CoOs.

"It is not possible to permit you all for issuance of CoO," said Purushotam Ojha, secretary at the ministry, addressing the meeting of the stakeholders from the private sector. "It is time to focus while the export sector is deteriorating, it's not like issuance of CoOs from more organisations increases export." The issue over the issuance of CoO intensified after the FNCCI opposed the government decision to allow the CNI and the NCC to issue CoOs for third country exports on May 21.
