VDCs sans staffers, govt in dark

Even as VDCs across the country have been facing human resource crunch, the blame game between the Ministry of Local Development (MoLD) and Ministry of General Administration (MoGA) has further worsened the situation.
Presently, 305 posts of VDC secretaries at the gazetted and 823 at the non-gazetted levels are lying vacant. Although the government in March decided to fill up the vacant posts, the problem has remained unresolved with MoLD and MoGA locking horns over the deployment of the available staff.
MoGA Spokesperson Binod KC blames the MoLD for not deploying the required staff. “More than 15 officials, who are posted elsewhere, are staying in Kathmandu Valley,” said KC. He said that some officials exercise political influence to be posted in or prolong their stay in city areas including the Valley, Biratnagar and Butwal. “We have hired sufficient human resources for the MoLD. More than 100 employees were recruited only a month ago”, KC. said, attributing the problem to MoLD’s inability to manage its human resources.
MoLD, on the other hand, points fingers at the MoGA. “We have repeatedly asked the MoGA to send staff in the vacant positions but we don’t know what has hindered it from carrying out the task,” said MoLD Spokesperson Dinesh Thapaliya. “This has hampered administrative and development works at the local level.”
KC, however, does not buy Thapaliya’s argument. “We are trying our best to provide human resources required for the local bodies, but it the responsibility of the MoLD to post them in the vacant posts,” he said. “Management of employees is not our job.”
Some officials also point out some serious issues that have led
to human resource crunch in the local government bodies.
“Political pressure and insecurity in the Tarai region have resulted in work force crunch at the local level. No one wants to work in most Tarai districts due to insecurity. Instead, they get deployment in places of their choice under political influence,” said Sobhakar Regmi, section officer at the Human Resource Department of the MoLD.
“Due to conflict and extortion drive in the Tarai, employees from the hill origin fear to work there. The government should create a conducive environment for work and take strong steps against those who refuse to go to the places of their deployment,” Regmi adds.
