Skeleton staff hold NDC fort

KATHMANDU, APR 18 -
The National Dalit Commission (NDC) is severely under-staffed. The minority rights protection body is being run by just four staffers for the last one month. This is less than one-sixth of the human resource needed to run the organisation.

At the direction of the Commission for the Investigation of Abuse of Authority (CIAA), NDC had sacked all the contact base staff, — 18 of them — and the vacancies are yet to be filled. The post of under-secretary is also laying vacant for over a year.

CIAA, the anti-graft body, had directed the Commission to sack all staff after it discovered that most of these staffers had been recruited on the basis of nepotism and favouritism.

“Manpower scarcity is hampering our daily and long-term programmes,” said NDC chairman Bijul Kumar Bishwokarma. He accused erstwhile Commission Chief and Ram Lal Bishwokarma and the member secretary of making the Commission defunct. 

 “Just before these two persons quit their posts, they appointed eight staffers illegally. We were forced to sack them as per the direction of CIAA,” said Bishwokarma.

“Later again, CIAA directed us to sack the rest of the 17 staffers when a sacked employee filed a case against them too.”

The Commission has five permanent posts — under-secretary, accounts officer, woman officer, accountant and store-keeper but the post of undersecretary is vacant since a long time.

The Commission has is preparing the groundwork to fill all the vacant posts through open competition.

However, a source said some of the former staffers are continuing their jobs at the oral directive of the commission chief and are awaiting formal appointment.
