Bye bye, documentation woes

Facing problems of poor documentation system while searching for copies of different acts and rules of the government? 

Worry no more. Nepal Law Commission has begun the process of keeping all such documents on its website, and these will be available anytime. The Commission has already uploaded 296 Acts and rules, of which 127 Acts and 23 rules are available in English language at www.lawcommission.gov.np.

Commission secretary Mohan Banjade said an additional 30 Acts will be made available on the website within a week. He said, “We will ensure that all Acts, regulation, rules and policies of the government are posted on our website.” The Commission has sent a letter to the Prime Minister’s Office (PMO) and to the Council of Ministers to provide the website with all the necessary documents.

 Banjade said, “The PMO will soon provide copies of all the policies and we will immediately post these on the website.” Besides Acts and regulations, the Commission is planning to keep Constitutions, bylaws, treaties and conventions, major policies and drafting manuals, Bills in progress and Bills submitted to the government.

The most downloaded documents are Interim Constitution 2063, Company Act 2063, Commission for the Investigation of Abuse of Authority Act 2048 and Civil Servant Act.

The commission is also planning to keep all historical acts and directives of the Lichhavi period and the Shah dynasty including all other historical Acts such as Muluki Ain. A source at the Commission said that they have chanced upon several important Acts dating back to the Lichhavi period and even before. He said, “We will keep the Acts and rules of even the olden times both in Nepali and English languages. We are consulting different experts for this purpose.”

There is a general misconception that the formulation of Acts in Nepal began only after 2004 BS, said the source. He added that in fact the history of Nepali law is a long one and that it will be available on their website soon.
