100th CA meeting

KATHMANDU, APR 02 -
Amid a sluggishly-moving constitution-making process, the Constituent Assembly (CA), the body tasked with delivering the constitution by May 28, conducted its 100th meeting on Friday.

The meeting took place at a time when the Constitutional Committee (CC), the body tasked with drafting the statute, has not much to do. The meet forwarded to the CC the CA’s directives and recommendations over the concept paper of the Committee to Determine the Rights of Minorities and Marginalised.

With this, three of the 11 thematic committees have so far forwarded their proposals to the CC, which prepares first drafts of the constitution based on thematic committees’ concept papers. Political parties’ differences over key issues like state restructuring and forms of the governance system to be introduced in the constitution have hindered the constitution-making exercise.

On Wednesday, the High Level Political Mechanism reiterated its commitment to promulgate the constitution on time, but many believe that meeting the May 28 deadline for delivering the statute is impossible.

“Political leadership’s commitment to timely promulgation of the constitution is just a formality. By now, it has become clear that we cannot meet the deadline,” said Nepali Congress leader Narahari Acharya.

It’s time political parties focused their energies on consensus-building so that the first draft of the constitution can be prepared by May 28, said Acharya. This will pave the way for CA’s extension and completion of rest of the tasks, he maintained.

“If the preliminary draft is not prepared by Jestha 15, it will be difficult to establish the political legitimacy of the CA.”
