Taplejung DDC policies kicking locals in teeth

Judicious and ethical allocation of budget is something that the District Development Committee (DDC) of Taplejung needs a lesson on. When it comes to fund allocation, it is political cause that gets priority over other pressing issues like rehabilitation of disaster victims in this district.
According to the regulations prepared by political parties here, the DDC is authorised to release a sum between Rs. 5000 to Rs. 30,000 for a political organisation as donation, whereas for disaster victim the fund limit is Rs.1500.
Tara Luitel, acting chief of the DDC, said regardless of the regulations it has never been applied. “Yes, there is such a provision, but we’ve never doled out Rs. 30,000 to any political organisation,” he said.
The DDC minutes, however, suggest otherwise. On the minute dated Feb. 6, 2009, the DDC has provided Rs. 30,000 to CPN-UML activists in the district as donation so that they could attend the party’s general assembly. Similarly, on Feb. 27, 2009, Federal Limbuwan State Council received Rs. 20,000 from the DDC coffer.
A source said there is not a single party in the district that has not received money from the DDC. The political parties, however, claim they have not obtained more than Rs.5,000 from the DDC.
Keshav Dahal, district secretary of the Nepali Congress, said he was unaware of such deal ever taking place. “It is possible that such decision was made during my absence, but as far as I know my party has never made a demand of such figure and the DDC has never provided us that much amount,” he said. The UML also denied the writings on the DDC’s minute book that decided on a donation sum up to Rs. 30,000 for political parties and Rs.1500 to disaster-stricken families.
