A shot in the arm for marginalised

KATHMANDU, MAR 30 -
The concept paper study panel led by CPN-UML lawmaker Agni Kharel on Tuesday presented its report on the concept paper of the Committee for the Preservation of Rights of Minorities and Marginalised at the Constituent Assembly (CA).

The next meeting of the CA slated for Friday will forward the report to the Constitutional Committee (CC). The CC will incorporate recommendations of the Kharel-led panel while preparing the first draft of the new constitution.

In its 10-page report, the panel has suggested formulation of new law to define the minority groups and marginalised communities. Ethnic, linguistic and religious groups, which are subjected to discrimination and suppression and have population below the percentage set by law, will be recognised as minority groups, mentions the report. The politically, socially and economically backward groups, which are deprived of fundamental needs and live below the standards of Human Development Index set by the law, are marginalised groups, the report states.

The CA should forward its directives and recommendations on the report of all 11 thematic committees to the CC for the preparation of the statute’s first draft. Meanwhile, the Blue Diamond Society and Nepal Apanga Manavadhikar Kendra have condemned the panel’s definition of minorities and margninalised groups.
