Call for new ministry on inclusion

KATHMANDU, MAR 27 -
The National Inclusive Commission (NIC) has outlined a need of separate ministry to deal with various issues on the inclusion of marginalised communities at state organs and public offices.

The commission formed on Dec. 13, 2008, through a Cabinet decision, has prepared a detailed report suggesting various measures to ensure inclusion of marginalised community at the government and public offices. NIC Chair Nara Singh Chaudhary said they would finalise the report after incorporating public opinion and submit to the prime minister soon.

The government had entrusted the NIC to prepare the report within 6 months, however 15 months have already elapsed. The UCPN (Maoist)-led government had formed the commission after various groups, including the Madhesi community raised issues of inclusion at the state organs.

The report has broadly pointed out three areas of inclusion — at all state organs, at service sectors and inclusion while utilising the natural resources at the local level. The first step towards ensuring inclusion would be the formation of polices and act regarding inclusion, reads the report.

The report’s recommendations include establishment of a high-level economic commission to allocate national budget for marginalised groups and geographically backward areas, empowerment of local bodies in terms of revenue collection and utilisation of that sum on the development of marginalised groups.

Though its main task is to recommend ways to ensure measures of inclusion, NIC itself is not inclusive. The commission formed 15 months ago is yet to take the full shape. The nine-member body has only two members--chairman and a member Kishori Shah as of now. And, both of them are from the Madhesi community.

“Our repeated requests to the prime minister to induct other members representing women and other marginalised groups have failed to draw the government’s attention,” said Chaudhary.
