QIP falls victim to ongoing violence

KATHMANDU, JAN 21 - Even six months after the announcement of Quick Impact Programme (QIP), the government has not been able to launch the programme due to the ongoing violence in the country. The government had announced the QIP through the budget unveiled in the mid-July last year.
A source at the Ministry of Local Development (MoLD) told The Kathmandu Post that the government could not introduce the programme due to the violent activities of the Maoists.
According to the source, the government had selected 10 districts, badly affected by the violence, for the implementation of the programme. These districts are Jumla, Humla, Mugu, Dolpa, Kalikot, Bajhang, Bajura, Achham, Rukum, and Rolpa.
The source further informed that the programme has included a wide range of activities, including school renovation, irrigation project improvement and income generating schemes, among others.
While planning the programme, the government has aimed to launch the schemes of providing opportunities to the people of the Maoists affected areas, informed the source.
However, the government, according to the source, is making efforts to run the programme with the help of the locally based NGOs, INGOs and the District Development Committee (DDCs).
According to the source, the government has made necessary preparations to launch the programme in Kalikot and Jumla districts by February.
"And, the government is working hard to ensure the launch of the programme in the remaining district as soon as possible," the source added.
The source also said that the government has been inviting proposals from the aspirant NGOs and INGOs to run the programme in those districts but received no proposal them other than Bajhang district.Posted on: 2004-01-22 03:49
