Thapa forcibly enters party office

KATHMANDU, JAN 05 - The quarrel between two rival factions in the Rastriya Prajatantra Party (RPP) took a nasty turn today with the sacked General Secretary Kamal Thapa forcibly breaking into the party office with a contingent of armed policemen and henchmen and resuming his works.
Allies of party chairman Pashupati Shumsher JB Rana have started mulling plans to take disciplinary action against Thapa and dismiss him from even the party Central Committee membership while Prime Minister Surya Bahadur Thapa-led faction has decided to challenge Rana through a no-confidence motion.
Thapa faction has decided to request the Central Committee to summon party’s National Council meeting, the highest body, with signatures of 450 members of the 700-member council.
Flanked by two central committee members, some party cadres, Armed Police Force personnel and some other plainclothes securitymen, Thapa broke the lock and entered the general secretary’s chamber at the party office at around 1 o’clock, defying party chairman Rana’s decision to remove him from the office.
Thapa claimed that party chairman’s decision was against the party statute and arbitrary but the senior members including Jogmeher Shrestha justified it.
"Party office bearers are the officials assigned by chairman to perform a particular work so they are accountable to chairman in every sense," Shrestha said. "No disciplinary action is required to dismiss them."
Clause 24 of the party statute has given full authority to chairman to nominate office bearers and clause 26 authorises him to take any action against them.
Party has termed Thapa’s act as "hooliganism inspired by the misuse of State power" and "extremity of undisciplined behaviour and immorality exhibited by a responsible man".
"He has exposed his real character and lost his status to remain in any public posts in the future," said party spokesperson Roshan Karki addressing a press meet in the evening.
According to party leaders, today’s act of Thapa would be taken up in central committee and necessary action would be initiated. "Central committee will take up the issue of anarchism shown by Thapa today," Khem Raj Pandit, assistant general secretary of the party told The Kathmandu Post. "Question will be raised on his status as a party member."
Thapa, however, denied breaking the lock of the main gate and said, "My chamber was open when I entered my office." He addressed the party men present at the moment and expressed fury against Rana during his over one hour stay there.
