KATHMANDU, DEC 23 - At a time when the student and youth leaders are overtly demanding for a republican set-up, the CPN-UML has stressed the inevitability of the constitutional monarchy.
In a four-page proposal presented by the party General Secretary Madhav Kumar Nepal in the party’s Standing Committee meeting today, he has pressed on the constitutional monarchy.
The proposal, to be endorsed by the party central committee, states that only one force can not resolve the current political crisis. It has categorically focussed on the reconciliation between the king, Maoists and the parliamentary parties to settle the current political stalemate.
Pradip Nepal, a member of the party Standing Committee told The Kathmandu Post that the resolution could not be sought by ignoring any one of the forces. "Neither the constitutional monarch, nor the Maoists can be ignored," Nepal said, adding, "Constitutional monarchy is essential for the functioning of democratic process."
He also informed that the proposal calls for the restoration of democratic process, end to the current violence and restoration of the peoples’ sovereignty.
But, he claimed that Prime Minister Surya Bahadur Thapa must step down to clear the way for any such measures.. "Until Thapa government is in place, there won’t be any resolution," Nepal said.
Today’s Standing Committee meeting also condemned the government’s arrest of the three student leaders on charge of sedition and demanded their immediate release.
Meanwhile, Prakash Chandra Lohani, finance minister today held a meeting with the UML general secretary Nepal in the party office at Balkhu.
Standing Committee member Nepal informed that minister Lohani urged the general secretary to tone down the five party movement.
Minister Lohani is also said to have asked Nepal to join the Thapa government in order to give an all-party nature to the present government.
General Secretary Nepal, however, flatly rejected Lohani’s offer and said that Prime Minister’s resignation was indispensable to start the resolution process.
"First ask Thapa to step down, then only we will initiate consultation to settle the current crisis," Nepal is reported to have told the minister Lohani.
Similarly, Kirtinidhi Bista, former prime minister and Bishwa Bandhu Thapa, a leader of the Rastriya Prajatantra Party also held a meeting with the UML general secretary today. Both the leaders asked the UML general secretary to seek reconciliation with the king in order to settle the current crisis.
Bista and Thapa had received an audience with the king two days ago.Posted on: 2003-12-24 05:07
