Party rivalry sidelines development issues

KATHMANDU, DEC 22 - Rivalry between parties failed to generate support for development issues at the local level. This was revealed at a seminar on "Government Nomination at Local Bodies and Its Effect on Development Programmes, Services and People’s Participation", organised by Community Study and Welfare Centre (CSWC) here in the capital today.
"Healthy competition among the parties is lacking even at local levels," said Professor, Som Prasad Gauchan.
Dilli Raman Dhakal, General Secretary of CSWC highlighting on the objective of the seminar said that it was to initiate academic deliberations on key issues related to the promotion and consolidation of local self-governance in the country.
Presenting a paper on ‘Local Democracy and Existing Challenges Due to Political Crisis,’ he said, "There is negative impact on the local level due to the electioneering strategy of big parties."
Similarly, Mukti Prasad Kafle said that the multifarious responsibilities as a mayor, president or chairperson laid for the secretaries of local bodies by Local Self-governance Act has complicated their jobs.
Govinda Parajuli, former Deputy Mayor of Mechi Municipality Jhapa stated that the arbitrary political nomination in the local bodies would never develop local level.
Keshav Sthapit, Mayor of Kathmandu Metropolitan City (KMC), opined that the present political scenario of the country has provided the best opportunity for local bodies for self-governance.
