Roadmap approved for Admn reforms
KATHMANDU, DEC 16 - The Administrative Reforms Committee today approved a roadmap for significant changes in the civil service suggesting, among others, 20 per cent of the total seat reservation for women, 10 per cent for Dalits and five per cent for ethnic communities for five years.
According to Ministry of General Administration spokesman Bishwo Prakash Pandit, the roadmap will be
discussed on Tuesday at the high-level administrative reforms monitoring committee headed by PM Surya Bahadur Thapa.
According to a Ministry source, the roadmap is expected to be endorsed by the monitoring committee without delay as both the PM and the minister concerned are in favour of finalising the procedures immediately.
As per the roadmap approved today, the Civil Service Act will be amended by April 12 next year with a view to provide the proportionate reservations to women, Dalits and ethnic communities.
The Cabinet Secretariat, Ministry of Law, Justice and Parliamentary Affairs and Public Service Commission will have to carry out homework for the promulgation of the same by the stipulated date.
All the ministries must make the necessary arrangements to ensure at least one woman joint secretary and an under secretary at their respective ministries by mid July.
For first and second class officers’ posts, women employees in the universities and government corporations will be given an opportunity to apply without any age bar.
The current curriculum of the Public Service Commission will be made gender friendly, and coaching classes will be conducted at the regional levels to encourage women candidates to apply for the civil service posts.
The roadmap has also suggested downsizing the ministries to 18 while the number of the districts to be decreased
to between 33 to 50 and
increasing the development regions from the present five to seven.
The roadmap has made suggestions for making the working procedures of the Constitutional Council more transparent through the formulation of new directives and regulations for the purpose of appointments of its office bearers.
The Cabinet secretariat will have to formulate such procedural directives and regulations by mid July of next year.
The provisions have been proposed at a time when the Council has come under flak from all quarters over the appointment procedures in Constitutional bodies.Posted on: 2003-12-17 04:26
