With gun in hand, Maoists set out to woo parties

PANDOUN, KAILALI, DEC 14 - A Maoist leader here revealed that the rebels have adopted the dual policy of carrying on with the conflict and holding talks with parliamentary parties.
Prabhakar, in-charge of the Maoist Seti-Mahakali military operation bureau also informed that the Maoists would utilise the parliamentary parties for republic, their ultimate goal.
Talking to journalists after the Royal Nepal Armies’ attack at Pandaun, Prabhakar said, "We will bring the parliamentary parties in favour of republic."
Maoist commander of the eastern region, Prabhakar, also claimed that the talk between top leaders of the Maoists and the UML was as per the party policy. "We are also in touch with the Nepali Congress in this regard," he said.
He charged the government for weaving conspiracy in the name of peace negotiation.
"We were compelled to go
back to armed struggle during the second round of negotiations with the government," he said.
A resident of Rukum district, Prabhakar appeared in public in Nepalgunj during the first round of government-Maoist cease-fire in 2001.
He informed that the Maoists were attacking the policy of centralised command and decentralised attack.
Conceding defeat in the Kusum attack, which occurred immediately after the collapse of the second round of talks, he said that they lost due to some technical reasons.
Asked whether the Maoists would sit for peace negotiations with the government, Prabhakar said that the Maoists were ever ready to talk for political rights. "But we will not budge even an inch from our demands of constituent assembly election and republic," he said.
As against the party supreme commander Prachanda’s order not to target civilians, infrastructures and security personnel-on-leave, Prabhakar said that they would follow the supreme commander’s order only in their base area.
