Civil service set for new makeover
KATHMANDU, DEC 12 - The government is all set to provide reservations for women, ethnic communities and Dalits in the civil service and also raise the number of development regions to seven from the present five, a high level government source revealed today.
Preparation is also going on to appoint at least one woman joint secretary in each ministry within six months to end "male dominance" at the policy-making level.
According to the source, this agenda of drastic changes has been proposed following the drawing up of an administrative reforms roadmap by the Ministry of General Administration. The roadmap was subsequently handed over to the administrative reforms committee headed by the Minister for General Administration Buddhiman Tamang.
The roadmap has also proposed that 20 per cent seats in the administration be reserved for women candidates, 10 per cent for Dalits and five per cent for ethnic communities. "Open competition has also been suggested to increase women officers’ number in policy level posts," added the source. Spokesman of the ministry, Bishwo Prakash Pandit said the roadmap has "recommended radical changes."Currently there are about eight per cent women working in the civil service. Five per cent women are holding officer level posts in the service while only four women are holding policy level posts as -joint secretaries.
The roadmap also suggests changes in the current administrative structure. "Seven development regions, 18 ministries, and downsizing the number of districts have been suggested in the roadmap," said a participant at the meeting. Among others, the roadmap has suggested outlining a clear definition of the role of the administrative and political leadership.
