Seminar on reforms for efficient land mgmt system
KATHMANDU, NOV 14 - The Commission for Land Reform and Management has formulated a procedure, which is expected to raise the efficiency, transparency and clarity of the related operations of land reform management through procedural uniformity.
At a seminar held in the capital today to discuss the composition and implementation of the procedure, participants stressed the need of scientific and people-oriented programmes, which would thus allow the service to be simple and transparent.
"The need of the procedure was felt as land management system at present is intensely convoluted due to a number of factors like procedural complication, legal disparity and limited resources," said Muktinath Ghimire, Director General of the Commission.
The procedure will also address the issues that have not been included and are not clearly mentioned in the governing act.
Addressing the participants, Minister for Land Reform and Management, Sarbendra Nath SHukla said, "The procedure needs to be people-oriented as the complications surrounding land management has always been very discouraging."
Tika Dutta Niraula, Secretary at the ministry, said, "We need to look into ways of modernising the service and more people-oriented approach, which could be possible via concepts like mobile government services and one- window ~ ~ service."Posted on: 2003-11-13 09:30
