Separate National Assembly session not mandatory: SC
KATHMANDU, NOV 13 - The Supreme Court today upheld that there was no constitutional obligation to convene a separate session of the National Assembly (NA) in the absence of the House of Representatives (HoR).
Passing the verdict on a petition filed by advocate Kalam Bahadur Khatri, the sitting Justice Khil Raj Regmi said, "It is clear in the Constitution that the composition of the Parliament is not complete without the House of Representatives. Therefore, summoning the
session of the NA does not fall within the judicial consideration."
The verdict, say political analysts, has immediate political implications. The political parties have decided to press the government to convene the NA session so that they can use the Upper House as yet another front for their struggle against regression.Posted on: 2003-11-12 08:42
