NOV 05 - There is no room for disputing with M R Josse’s assertion that Nepal had put in a lot of efforts in the adoption of a unanimous resolution by the UN General Assembly to establish the Regional Centre for Peace and Disarmament (RCPD) in Asia and the Pacific in Kathmandu. But I have difficulty in subscribing to the opinion of Mr. Tsutomu Ishiguri as mentioned by Josse (Letter: “Envoy Rana’s role,” November 3). It is not Nepal’s unwillingness to fulfil the requirements of the relocation of RCPD to Kathmandu but the unfair memorandum of understanding presented to Nepal for signature has indeed delayed the process.
One fails to understand why Nepal should be pressed to sign a memorandum of understanding containing clauses like providing immunities and privileges to the locally recruited staff of the centre. While such regional centres in Togo and Peru are not required to accept such clauses, why should Nepal be? The readers would benefit immensely on this front if RCPD’s New York-based director Ishiguri could give convincing answers.
