School decentralisation
NOV 04 - Decentralisation of schools naturally helps in running the state-owned schools in a better way. The need of the local people has never been met by the central government, although it continues to appoint teachers. (News report: “Decentralisation will help depoliticise schools,” October 30).
I believe there are several reasons why the local schools could be run well by the communities. First, communities understand their need and upgrade schools’ syllabus and even introduce new measures to regulate schools. Second, local teachers, who will have better opportunities, will remain regular and can have better relations with students’ parents. The local communities will also monitor the functioning of schools better. I have seen, schools run by the local communities, have performed better than schools run by private parties. Decentralisation will also generate competition between the private and community-run schools.
So any doubt over the running of the community-run schools is just illogical. The government has never handed over the schools to communities because bureaucrats do not want to see that happened.
