KATHMANDU, JAN 08 - A year after its inception, Hello Sarkar, a public service initiative by Prime Minister Baburam Bhattarai to address public grievances, has managed to sort out more than 54 percent complaints, officials claimed.

Secretary at the Prime Minister's Office ( PMO ) Krishna Hari Baskota made public the progress report for the month of Mangsir (November 16-December 15) on Monday, kicking off the unveiling process of Hello Sarkar's monthly reports. Secretary Baskota said that 768 complaints were lodged with Hello Sarkar in Mangsir alone.

"As of now, since its inception in November 2011, Hello Sarkar has received 18,502 complaints, out of which, 9,991, or 54 percent, have been addressed. For Mangsir, we received 768 cases and addressed 336," said Baskota.

During Mangsir, 31 cases were directly addressed by the Hello Sarkar control room, 16 were considered high-priority cases, 354 priority cases and 367 as normal cases.

Among the registered complaints, the PMO , the ministries of Youth and Sports, Cooperatives and Poverty Alleviation, the National Planning Commission, the Election Commission and the Higher Secondary Education Board have a 100 percent implementation rate, said Baskota. The ministries of Energy, Culture, Tourism and Civil Aviation, Women, Children and Social Welfare, Forest and Soil Conservation, Science, Environment and Technology and General Administration have implemented 75 percent complaints concerning the government's immediate governance and economic work plan.

However, the ministries of Finance, Industry, Agriculture Development, Home, Foreign Affairs, Physical Planning and Works, Defence, Commerce and Supplies, Peace and Reconstruction, Education, Labour and Employment, Federal and Local Development, Health and Population, Irrigation, Urban Development, Information and Communications, the National Vigilance Centre, Nepal Telecom, the Nepal Electricity Authority and the Tribhuvan University were found wanting while addressing complaints, said Baskota.

To make a complaint with Hello Sarkar, the public can dial 1111, fax 1100, email 1111@opmcm.gov.np, send a text message to 1111 or visit the PMO website, www.opmcm.gov.np. Members of the public have sought solutions to a wide array of problems--ranging from matters of illegal transfer of officials, corruption, misconduct, revenue collection, national policies and national politics--at Hello Sarkar since its inception.
