NC, UML set terms for nat’l consensus govt formation
Want govt to take back war-era property decision

The main opposition parties—Nepali Congress (NC) and CPN-UML—have said an immediate withdrawal of the government’s recent decision to legalise war-era property transactions is their bottomline to agree on initiating the process to form a national unity government. In a three-party meeting held at NC Parliamentary Party leader Ram Chandra Poudel’s residence at Bhoratar on Monday, Maoist Chairman Pushpa Kamal Dahal floated a proposal to form a consensus government at the earliest to revive the stalled political process. “The correction of the decision is a pre-condition to start any process in the peace process, constitution making and government formation,” said NC general secretary Krishna Prasad Sitaula. The opposition parties also said the decision on the war-era dealings has again created mistrust among the parties and raised serious questions on the Maoists’ commitment to peace and constitution. “The seven-point understanding had laid a solid foundation of trust among the parties, but the government’s recent decision has hit the growing trust level,” Sitaula quoted NC President Sushil Koirala as saying in the meeting.
In the meeting, Prime Minister Baburam Bhattarai and Dahal said the issue is a minor one and that they are ready to put it on hold for the time being.
Though the PM did not pledge scrapping of the decision, he assured the NC and the UML that the government would “take necessary steps” after holding consultations with the ruling partners, mainly the Madhes-based parties. Madhes-based parties have also criticised the decision.
Maoist leader Netra Bikram Chand, who represents the hardline faction of the party, urged the NC and the UML to take the decision in a “comfortable way” as it will address problems faced by the people. Another meeting of the three parties is slated for Wednesday after the Maoists demanded some time to consult in and outside the party on the issue. The NC said it is ready to form a unity government under Bhattarai if the Maoists correct their decision and commit to move ahead on the basis of earlier agreements.
