MoFA revamp on cards

The Ministry of Foreign Affairs (MoFA) has girded itself for institutional reforms in Kathmandu and missions abroad.

The idea is based on recent recommendations of a MoFA survey that calls for more manpower and changes and efficiency of working modules. Imple-mentation of the 34-point reform plan, that entails jobs from garden management to opening new missions and consulate offices abroad to effective management of passport distribution, is in full swing.

“I have taken some steps on administrative reforms to opening new missions and consulate offices. Now we have started implementing the plan with a great zeal,” said Deputy Prime Minister and Foreign Minister Narayan Kaji Shrestha.

He said the plan will also take notice of the management of untapped MoFA assets worth billions of rupees to purchase buildings for missions aboard. “Now on, every Nepali mission should submit its monthly report to the Foreign Ministry. Also, a strict instruction has been circulated to all 31 missions asking them to focus on economic diplomacy. Otherwise, the money will lapse and will not be allocated again.”

“We’ve also decided to work on making consular and passport affairs more effective,” Acting Foreign Secretary Durga Bhattarai said. “It’s an attempt for  better results by creating good work environment.”

The MoFA, after shifting to its new building inside Singha Durbar, has made the pass system mandatory for all the visitors with compulsory advance permission from officials. “A designated public relations office has been set up to coordinate with the people,” said Assistant Spokesperson at MoFA, Tirtha Wagle. Everyone, except the minister, should obtain a pass to meet officials. The plan, among other things,  stresses effective enforcement of the Diplomatic Code of Conduct, delegation of power to the political divisions, and regular staff meetings.
