PANCHTHAR, DEC 21 - The government has been accused of failing to introduce an effective relief programme for the victims of the September 18 earthquake.

Stakeholders said lack of cooperation among the natural disaster rescue and relief committee, local administration and other concerned organisations like Nepal Red Cross Society has further increased the possibility of misuse of relief funds.

Speaking at a programme organised under the coordination of the Home Ministry in Panchthar district on Tuesday, speakers stressed on the need of making the relief programme effective and efficient by bringing together the efforts of the local political parties and other sides concerned.

Lawahang Chemjong, district chairman of Federal Limbuwan State Council, accused that the government was distributing relief without setting any standard.

“Providing Rs 5,000 to a family that has lost their house in the earthquake is not going to change anything. The government and the local administration are utterly negligent when it comes to the relief distribution to the earthquake victims.”

Rajkumar Bhandari, CPN-UML district chairman, said lack of coordination has greatly affected the relief programme in Panchthar. “There are widespread complaints about genuine earthquake victims denied of the relief funds,” he said, adding that the government should come up with a long term relief programme for the victims.

Hariraj Angdembe, district secretary of Nepali Congress, censured the District Administration Office (DAO) for delaying the distribution of the aid provided by Lion's Club and Mercy Corps Nepal two months ago. “It reflects how serious the government is dealing with the crisis,” he said.

Chief District Officer Baburam Khatiwada admitted the shortcomings and weaknesses in relief distribution programme and vowed to take effective measures to ensure that the government succour will go to earthquake victims in the coming days.

Around 1,500 families in Panchthar were rendered homeless in the earthquake, according to the DAO.
