ANNUAL report: NHRC recommendations largely unimplemented

The annual report of the National Human Rights Commission paints a bleak picture on implementation of its recommendations to the government to book the rights violators.
The fourth yearly report (2010-2011) presented by the national human rights watchdog to President Ram Baran Yadav on Wednesday shows the government has failed to implement NHRC recommendations in taking action even in cases of serious human rights violations.
According to the report, the NHRC recommended the government for action, compensation and relief packages in 146 cases but only 40 cases were fully addressed while 55 percent of the recommendations have been partially dealt with. “Minor issues have been addressed but the government has not prosecuted a single person in relation to severe human rights violations,” said NHRC spokesperson Gauri Pradhan.
Pradhan said the government has not been serious in implementing NHRC recommendation seeking action against culprits involved in torture, murder, violence, forced disappearance, abduction, seizure of personal properties and severe forms of crimes against women and children. “It is shocking that neither the government is forwarding the recommendations to the Office of the Attorney General for prosecuting perpetrators nor has the latter taken any initiative,” he added.
An NHRC team led by Chief Commissioner Kedar Nath Upadhyay drew the president’s attention towards delay in forming two transitional justice mechanisms—Truth and Reconciliation Commission, and Commission on Enforced Disappearances.
